The EMEA Sourcing Services and POFA Team Lead role is part of the Resource Management Organization (RMO) organization. The Sourcing and Procurement Operations team’s primary role is to conduct strategic, transactional sourcing and procurement for all major goods and services that are purchased by the Citi businesses which are located within the region. This role is required to manage the two teams, drive and represent the region in cross-functional projects that impact sourcing and procurement operations in a controlled and compliant manner according to all relevant internal policies and procedures, and external rules and regulations. Responsibilities: To work closely with the Resource Management Organization (RMO) teams in all regions, in order to establish and develop Electronic Competitive Bidding methodology and processes. To advise & recommend best practices and best configuration to Sourcing Managers To work closely with the eSourcing Development team in order to aid with enhancements and to fully integrate use of the tool for Electronic Competitive Bidding activity. Review and ensure contract packages contain all required information and internal approvals in accordance with Citi compliance and audit requirements. Responsible for tracking contracts to secure internal signatures and supplier signatures, and ensure that original signed contracts are returned from suppliers. Enter and scan all contracts into centralized database, assign contract to appropriate sourcing manager Liaise with Sourcing Managers, Legal, internal customers and suppliers in written communication and via teleconference Responsible for leading the EMEA Purchase Order Functionality Analyst (POFA) function Lead the initiation and implementation of regional processes for Sourcing and Procurement Operations Manage and close any supplier service escalations raised by clients, resolve and mitigate effects of commercial disputes. Drive and participate in the analysis and execution of global and regional projects as scheduled by the GPO and local management Coordinate all administrative requirements including approved supplier program, supplier diversity, contract management system, procure-to-pay system, and related metrics and reporting. Establish internal client relationships, maintain regular contact and develop processes and forums that enable forward planning of requirements for procurement fulfilment. Participate in the development, implementation and monitoring of purchasing policies and procedures. Ensure full compliance with purchasing policies, procedures and standards, ethical practices, and adherence to relevant laws and regulations. This position interacts with all levels of management, including senior management. Works with Sourcing and Procurement Operations leadership to ensure strategic direction, operational and quality goals are maintained. People management responsibility for the teams, including coaching and training, as well as regular performance management. Ensure that people management related tasks are executed in the managed team in accordance with Citi policies and procedures, complying with statutory regulations and laws (e.g. recruitment, work orders, managing performance, etc.) Support and deputize Group/Function Manager in people managerial responsibilities Work closely with key stakeholders to ensure a clear understanding of regional and country requirements.
